REGISTRATION OF BIRTH & ISSUE OF PASSPORT TO NEW BORN CHILD
As per the provisions of the Citizenship Act, 1955 every person born outside India shall be a citizen of India.
if both the parents or either of them is an Indian citizen, provided his/her birth is registered at an Indian Mission/Post abroad within one year of the birth and the parents declare that the minor does not hold passport of another country.
Birth of every child born abroad, therefore, should be registered with the Embassy under Section 4(1) of the Citizenship Act, 1955, within one year from the date of birth of the child. Only after registration of birth as Indian citizen, the child becomes citizen of India and eligible for Passport or any other services rendered to Indian citizens.
Application for a new passport for an infant can be made along with the application for registration of birth. However, the application for issue of Passport will be processed after completion of formalities for registration of birth.

Apart from above mentioned documents, additional documents for re-issue of passport to minors:

For inclusion of spouse name in passport, the applicant is required to submit the Marriage Certificate or Annexure ‘J’ at the time of submission of passport application form.
An Indian national whose passport is lost, damaged or stolen can also apply for re-issue of passport in lieu of damaged/lost Passport category. To apply for passport in case of lost, damaged or stolen passport, applicant may submit the passport application at the Embassy along with the above mentioned documents, Annexure ‘F’, and lost passport police report (in case of lost passport).

POLICE CLEARANCE CERTIFICATE TO INDIAN NATIONALS
Police Clearance Certificate (PCC) is issued by the Embassy to Indian nationals residing in the Islamic Republic of Iran, certifying the person's criminal record with the Indian police. It is generally required when a person applies for Residential Status, Employment or Long term visa or for immigration. Since PCC is issued after receipt of CLEAR report from the concerned authorities in India, hence, applicants are requested to apply for PCC well in advance to enable the Embassy to provide timely service.

Renunciation of Indian Nationality and Surrender of Indian Passport
Indian nationals considering acquisition of foreign citizenship are reminded that the Indian Citizenship Act, 1955, does not provide for dual citizenship. Thus, as prescribed in u/s 8(1) of the Citizenship Act, 1955; any citizen of India, of full age and capacity can renounce Indian citizenship and surrender Indian passport. Furthermore, those foreign nationals of Indian origin who have already acquired the citizenship of any other country are not eligible for renunciation, and they can only surrender their Indian passport. It may be noted that it is a cognizable offence under the Indian Passport Act, 1967, to apply for an Indian passport, continue to hold an Indian passport, get an Indian passport re-issued or travel on an Indian passport after acquiring foreign citizenship/ passport. As per the Passports Act 1967, it is mandatory for all Indian passport holders to surrender their passports to the nearest Indian Mission/Post immediately after acquisition of foreign nationality. Misuse of Indian passports constitutes an offence under Section 12(1A) of the Passports Act 1967. Further, Indian nationals considering acquisition of foreign citizenship may also note that Indian passport is the property of Government of India and it must be surrendered to Indian Passport Issuing authority and not to any foreign authority.

Application for Renunciation of Indian citizenship must be filled online under Section 8 of the Citizenship Act, 1955 at the Ministry of Home Affairs (Foreigners Division) website:
The applicant would fill all his/her details and upload relevant documents in above mentioned website. Applicant may note that (i) Every Minor child (below 18 years) will be part of parent’s application process, (ii) Applicant’s Photo and signature with the relevant documents need to be uploaded, (iii) A witness needs to vouch the correctness of the details of the applicant. It is mentioned in the form where the witness will vouch. After filling the online application, applicant must take a print-out and visit the Embassy for signing the declaration before the Consular Officer, along with the following documents:

IMPORTANT POINTS TO NOTE
(a) Photograph Specification: The photograph should be in color and of the size of 2 inch x 2 inch (51 mm x 51 mm). The photograph should have a frontal view, the facial features from top of forehead to bottom of chin and both edges of the face including eyebrows must be clearly visible such that the face takes up 80-85% of the photograph. Eyes should be open. There should not be any distracting shadows on the face or on the background. Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown. The expression on the face should look natural.
(b) Photocopies submitted along with the application must be self-attested and original documents are required to be presented for verification at the counter. After verification, original documents will be returned to the applicant.
(c) Please note that certain other documents may also be required which can be ascertained only when the applicant comes in person along with all the original documents. (e) Embassy intends to contact the applicants as soon as the passport is ready for delivery. Applicants should clearly indicate their mobile telephone number/email id in the application form. Applicants can also check their passport status by logging in to the portal:
If no call/email is received, the applicant may send an email to cons1.tehran@mea.gov.in to enquire the status of their application while mentioning their fee receipt/passport number/ARN number after four weeks.
(f) Applicants are requested to bring passport and the fee receipt in original for collection of passport/documents.
(g) Applicants are requested to apply for passport well in advance, preferably at least six months before the expiration of Passport.
(h) It is an offence under the Passport Act 1967 to furnish false information in the application. Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The Passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.
